In 1996, in order to enhance Intermediate Punishment programming, the Department adopted a Restorative Justice philosophy to develop competencies and accountability in the individuals under supervision. Efforts at improving established programming and developing new services continues.
Any individual placed in the ARD program or convicted of two or fewer Driving Under the Influence (DUI) offenses is required to attend and successfully complete the Alcohol Highway Safety Program. The program consists of 12 1/2 hours of classroom instruction that includes lectures, films, and guided discussions.
The curriculum is based on clear, concise, and measurable learning objectives. It covers DUI laws; the effects of alcohol and drugs on the body; the impact of DUI arrests on individuals and their families; and strategies to help participants develop an action plan to prevent impaired driving in the future.
The classes may be completed prior to sentencing.

Repeat Offender DUI Class is required only for second offenses after the completion of Alcohol Highway Safety classes and is one additional class. This class includes more indepth discussion about victim impact, substance use and abuse, and license restoration requirements including Ignition Interlock.
Court ordered community work service is a sentence where a judge requires a person to perform unpaid work for the benefit of the community. It must be completed at an approved nonprofit organization. Please have a representative from the agency fill out the form and email it to LCProbCWS@lehighcounty.org once you have completed your assigned hours.

In Pennsylvania, an individual who has been convicted of a Felony, a Misdemeanor 1, and some Misdemeanor 2 offenses as detailed in 42 PA C.S. Chapter 97 § H, are required to undergo DNA registration which includes the submission of fingerprints and mouth swabs administered by a probation officer.
Individuals convicted of, or who are required to participate in a diversionary program as it relates to, a sex offense detailed under the Sexual Offender Registration and Notification Act are required to comply with Megan's Law registration requirements. The frequency and duration of the mandated registration requirements vary dependent upon the nature of the offense. Individuals who are deemed a Sexually Violent Predator are required to register for life and must attend sex offender treatment a minimum of once a month for the duration of the registration requirement.
Lehigh County Adult Probation and Parole offers a limited number of unpaid internship positions each semester to undergraduate juniors and seniors, providing a first-hand opportunity to observe and learn about the inner workings of the probation and parole department. Interns are assigned on a rotating basis, when possible, to gain exposure to all units within the Department. However, based on departmental needs, a student may be placed primarily within one unit or program for the duration of the internship.
All students requesting a placement must contact Deputy Chief Adult Probation/Parole Officer Kristin Berke at 610-782-3670 and submit the attached application as well as a resume and copy of their college transcript (student must have a minimum GPA of 2.8). There is an interview and background process as there are limited positions available. If chosen, a criminal background investigation will be conducted on the student prior to issuing an invitation to complete the internship.
Electronic Monitoring (EM) is a form of community supervision that uses technology to track and monitor individuals in a manner that is less restrictive than incarceration. The program allows the department the opportunity to maintain a higher level of supervision than traditional supervision programs.
While on House Arrest, individuals are required to submit a weekly schedule by 4:00pm every Wednesday. They may be submitted electronically by emailing Electronic Monitoring/House arrest Schedule form to housearrest@lehighcounty.org (Lehigh County residents and Bail cases) or lehighsupport@vigilnet.com (Out of County Transfers and Driving Under Suspension cases). Failure to submit a weekly schedule by Wednesday at 4:00 pm will result in you being confined to your residence for the upcoming week.

The Prevention through Anti-Violence Education (PAVE) program is a 10-week intervention program designed to educate individuals supervised for a domestic violence offense and promote healthy, lasting changes in their lives. Each week focuses on a different topic from the "Power and Control Wheel," based on the Duluth Model, which emphasizes victim safety and offender accountability.
The Program Offering Women's Empowerment in Reentry (POWER) is designed to apply evidence-based, trauma-informed and gender-responsive principles to women who are sentenced to community supervision. Eligible participants are encouraged to complete Moving-On, a program that provides women with alternatives free from criminal activity by assisting them to mobilize and build personal strategies, natural supports, and community resources through individual and group sessions. POWER strives to collaborate with local agencies that will encourage overall wellness while reducing recidivism.
The SPORE program provides supervision and services to individuals diagnosed with a serious and persistent mental illness or intellectual disability who are sentenced to a county term of court supervision. The program is a collaborative partnership between the Lehigh County Office of Mental Health/Intellectual Disabilities and the Adult Probation and Parole Department. It pairs a mental health case manager with an adult probation/parole officer, who work together as a team to help individuals access needed services and successfully complete their court supervision.
This grant-funded project utilizes the resources of the Adult Probation and Parole Department in partnership with a licensed inpatient treatment provider to deliver a comprehensive level of care to individuals with substance use disorders. The continuum of care includes residential treatment, followed by placement in a halfway house environment. Participants then transition to intensive outpatient and outpatient treatment while under electronic monitoring. The final phase consists of a period of general supervision.
The Lehigh County Veterans' Mentor Program (VMP) was established in 2011 to address the unique challenges faced by veterans involved in the criminal justice system. The VMP utilizes a collaborative approach to criminal justice proceedings and works in partnership with the Adult Probation and Parole Department, the District Attorney's Office, defense attorneys, local support programs, and the Veterans Administration. This coordinated effort is designed to give each participant the best possible opportunity to return to a healthy, productive life as both a veteran and a citizen.
The VMP offers justice-involved veterans the opportunity to connect with a fellow veteran who has "been there." The program assists veterans in accessing needed services, navigating the court, treatment, and VA systems, and identifying individual needs while supporting their transition to civilian life.
Participation in the program is voluntary and involves no cost or administrative burden for participants.
