Judge Thomas M. Caffrey, who began his term as a Judge of the Court of Common Pleas of Lehigh County in January 2022, was born and raised in Allentown. He graduated from Allentown Central Catholic High School, the Pennsylvania State University, and the Dickinson School of Law.
Judge Caffrey served Lehigh County in several capacities during his career. From 1992 to 1997, he conducted juvenile delinquency and dependency hearings as the Juvenile Master. From 1998 through 2004, he worked as a prosecutor in the District Attorney's Office. From 2004 to 2006, he headed the Children and Youth Services Legal Unit. From 2006 to 2020, he represented the County in federal civil rights and employment litigation as an Assistant Solicitor. In May 2020, he was elevated to the position of County Solicitor, serving as the County's chief legal officer.
Judge Caffrey also worked in several capacities for the City of Allentown. He served as Solicitor to the Police and Fire Civil Service Board, Solicitor to the Police Pension Board in disability pension matters, and Special Counsel to City Council in police officer termination cases. Judge Caffrey also represented police officers in federal civil rights litigation.
Judge Caffrey operated his own law practice for over 20 years and worked for the Fitzpatrick Lentz and Bubba and Norris McLaughlin law firms. In his private practice, Judge Caffrey handled a wide variety of matters, including general civil litigation, family law, employment law, criminal defense, land use and zoning, real estate, wills and estates, and Orphans' Court litigation, and served as Solicitor to the zoning hearing boards in Moore, Lehigh and Plainfield Townships and Hellertown Borough.
From 1993 to 1998, Judge Caffrey taught sociology/criminal justice as an adjunct professor for Moravian College. He also lectured on federal civil rights and juvenile justice issues.
